font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; "><span style="font-size:24px;"></span><div align="left"><span style="font-size:18px;"> 2011年3月9日在中国北京两会（2011全国人民代表大会和全国政治协商会议）期间，我会会长、全国政协香港特别行政区委员潘祖尧在全体会上的发言-----城市建设中的隐忧，获得十数次热烈掌声，并争相在人民日报（海外版）、香港大公报、文汇报、北京青年报、新京报、深圳特区报、南方都市报等海内外报刊上追踪报导。</span></div><div align="left"> </div>潘祖尧委员的发言</div><div align="center" style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; "><span style="font-size:18px;"> 城市建设中的隐忧</span></div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">近30年来，我国城市建设取得了史无前例的大发展。但城市建设中的痼疾非但没有得到根治，反而又有了新的发展，令人忧心忡忡。主要存在以下问题：</div><div align="left" style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">一． 城市规划论证不充分、不合理</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">人们常说的“规划规划，墙上挂挂”、“政府换届，规划改样”，无视专家意见“搞一言堂”等问题并未得到根治，从而犯了不少常识性错误。超高层建筑防火问题并未得到切实解决，就遍地林立。道路交通规划缺乏全面的前瞻性研究，就盲目发展这个中心区那个核心区，以致交通堵塞在许多城市成了难以解决的社会问题。</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">二． 首都效应</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">所谓首都效应，就是北京干什么，外地也跟着干什么。北京建了国家大剧院、鸟巢、水立方等建筑，地方上也跟着照葫芦画瓢，改了不少剧院、体育馆。钱是花了，效果如何？任何建筑，要从本地实际需求出发，不仅技术上要可行，经济上也要合理。现在，各地许多标志性建筑都存在经营成本过大、后续利用困难等问题。</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">三． 千城一面</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; "> 到大陆城市去看看，感觉每个城市都差不多。类同的规划、类同的建筑、类同的景观，甚至连楼盘的名称也类同。在城市改造过程中，大家热衷于大拆大建，结果把城市的个性和灵性给扼杀了，真是令人痛心！</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">四． 高大全思想横行</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">各地竞相攀比高、大、全??你高我比你还高，你大我比你还大。如同放卫星一样，你一亩地搞1万斤，我就搞2万斤，这难道不是大跃进思维模式的翻版？</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">五． 建筑是缺乏话语权</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; "> 建筑的决策权不在建筑师的手里，建筑师往往只能起到参谋、陪衬的作用，政府投资的建筑，大都是谁官大谁说了算。值得注意的是往往还有暗箱操作，导致建筑造价飙升。</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">六． 非洋莫取</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; "> 我国在科学技术上还相对落后，所以总在找差距，这是完全正常的。可是建筑上的差距，往往仅是形式上的差距。要知道，形式上只存在差距，穿衣戴帽各有所好，即使外国是好的，中国人也不一定接受。近年来，我们对外国人的建筑方案奉若神明，如果外国人做了在国外都不敢用的新、奇、特，就更以为了不得了啦！总认为洋和尚会念经，瞧不起中国建筑师。1958年我们自己设计的人民大会堂，现在看，也很好嘛！50多年过去了，为什么我们越来越不自信了？</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">七． 被破坏的近现代建筑和不断被复制的假古董</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; "> 对古代建筑痛定思痛，大家脑子里还有根要保护的弦。可是对近现代建筑，却几乎没有保护概念。10多年来，在城市大发展中，不知拆了多少有历史意义的近现代建筑。有一个城市为了建新楼，把一个100多年的天文台给拆了，试问全国还有几个百年前的天文台？当年德国人建的济南火车站给拆了，哈尔滨的老火车站也给拆了，你说可惜不可惜？相反，各地却热衷于造假古董。“中国传统文化城”、‘“明清一条街”，花样翻新，不一而足。甚至有人想复制老北京的“八大胡同”，简直不可思议。这些劳民伤财的假东西又有多少价值？</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">八． 建筑的质量问题</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; "> 据有关资料介绍，大陆建筑物的平均寿命只有30多年。在地震的时候我们看到一栋栋的学校、民居在瞬间烟消云散。楼房下陷、倾斜甚至倒塌也时有发生，被网民戏称为“楼脆脆”、“楼歪歪”，这说明在建设过程中缺乏严格的监管、或者在设计上有欠缺、或者存在腐败问题，令人担心的是这些被曝光的建筑质量问题可能只是冰山一角。建筑质量人命关天，所以一定要尽快进行全面的、扎实的检查及修补。</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">九． 献礼工程、政绩工程、标志性工程仍大量存在</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">许多地方政府为了面子、为了政绩，违背科学，不少建筑缺乏充分的前期论证和准备就匆匆上马。赶工期，抢时间，刚剪完彩又花大钱改造，总是这样折腾的话，老百姓受不了，国家也受不了！</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">上述问题若长期得不到重视得不到解决，后果十分严重。建议国家有关部门尽快集中有关专家学者，建立若干研究小组，认真、全面总结我国几十年来城市规划、城市建设的经验教训，争取在一年内提出科研报告，找出解决问题的办法。</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif; font-size: 12px; line-height: 23px; text-align: -webkit-left; ">当务之急是各级政府要清醒认识到问题的严重性，尽快制止重复过去的疏漏和错误。</div><div style="color: rgb(85, 85, 85); font-family: Arial, Helvetica, sans-serif;
